Our company issues everybody a vacuum cleaner comparable to this and you just hook up the hose to the exhaust port and blow the dust away. It's not as powerful as a friggin leaf blower but does a good job. And yeah, let the fans spin. And yes, you do need to worry about static buildup so ground the hose to the chassis that you're working on.

I have wrecked way to many fans blowing air directly on them. They are only designed to spin so fast. You wear out the bushing and the fan starts lifting off the hub and it packs dust in it. I have not replaced a fan since I stopped letting them spin and still get just as good of a cleaning.

You don't need to bring them to 10000 rpm. If you do it quickly they don't get to spin too fast, yet they end up clean.
As far as fans lasting more goes - I have a feeling it's due to manufacturers using better fans with bearings these days, not the super-cheap bushing fans. After all the price difference for manufacturing is in the penny range.

Maybe but I still not risking it because I can. it takes literally seconds to immobilize a fan

The only fans I've ever ruined are those small hamster wheel fans in laser printers. The fins are really flimsy and get bent easily.
