Network works fine but ping gets General Failure

I'm on a Windows 7 Enterprise laptop. Everything network related works fine but ping and tracert return General Failure. It even happens when I ping loopback. I've been Googling, but it seems everyone who has this problem has a total network failure, and the people who do have a working network are just complaining, "Why can't I ping this website but I can browse to it?" ...because firewalls!

Since my whole job now is setting up new network devices, ping is kind of important!

I really hope I can get this fixed so this thread will be the one that describes the problem!

I've tried running "netsh int ip reset c:\resetlog.txt" but that did nothing.

The only times I've encountered similar issues have been on machines that were infected with malware. Specifically, stuff that wanted to redirect traffic to some bogus DNS server.

IPv4 vs IPv6, firewall or misconfigured mask?
Any difference pinging localhost vs 127.0.0.1 vs ::1 ?
I have seen similar things when a Cisco VPN client is connected.
Worst case fire up wireshark portable and see what is going on...
