Small town business owners can be pretty creative when they are trying to get people's attention.
Back around 1970, my uncle was the struggling sporting goods store owner. One night he and my aunt sat down at the kitchen table and hammered out a plan for a festival focused on a local covered bridge that everyone had already seen a million times. He was trying to use the bridge to bring people into town so he could increase traffic at the area stores. His business did not last and he has since passed on but the festival continues to this day.
The Yellowstone Trail also runs through town.
There is historic significance to this town and the hotel that spawned the llama races, but other than that, it is a pretty depressing area. Anything that brings people into town is a plus.
Could be worse. Hell, my hometown's main claim to fame is that we've been under martial law twice, and it required both the National Guard and Texas Rangers to restore order. Frank Hamer, who later gained fame for killing Bonnie and Clyde, commanded the Rangers during one of these episodes. Otherwise, we host the world's largest inland petrochemical complex, but trust me, that isn't nearly as glamorous as it sounds.
